What kind of approach are you looking for? There are so many ways and programs that you can immigrate to Canada.
What you mentioned in your question, seems like you want to study in Canada first and then immigrate. You can apply universityies in Canada after you sucessfully graduate from high school, and have 3 year transcript and diploma, graduation exams results. You will need probably study English first, and then university. When you graduate from university, you can apply an open work permit for up to 3 years, find a good job, and then immigrate as a skilled worker via PNP or CEC.
As you said, the policy could change anytime. I feel it's getting tighter. But there's no need to worry right now, since you are so young. You need a good plan. I think you will be fine.
